A Study on the activation plan through demonstration and satisfaction analysis of village maintenance-type public housing project

Abstract

The village maintenance-oriented public housing initiative primarily by developing small-scale rental housing that caters to the needs of small and medium-sized urban areas. Since the launch of 78 public housing projects in 2015, the goal of addressing residents’ needs for regional activation and an improved residential environment has yet to be fully realized, primarily due to limited progress in public housing construction and insufficient promotion of surrounding area maintenance plans. LH’s public housing projects have generally progressed smoothly but face challenges in harmonizing with surrounding areas and providing livable residential environments. Outskirts locations and uniform village renovation plans have limited regional revitalization and hindered success in public competitions, leading to underwhelming outcomes. This study aims to propose strategies for revitalizing the village maintenance-type public housing project by addressing identified issues and incorporating findings from resident satisfaction surveys (modified IPA analysis), project implementation insights, and empirical analysis. First, to maximize the effectiveness of the surrounding area maintenance plan (village plan), synchronized timing between public housing construction and village plan implementation is essential. Securing adequate funding for public housing project selection and ensuring project effectiveness can be achieved through a governance framework involving local governments, residents, and implementers (such as LH), all working together to establish a village maintenance plan aligned with regional characteristics. Second, customized public housing projects should be promoted to match residents’ needs and local construction environments. This requires tailored public housing designs, Creating residential complexes that harmonize with existing communities, Additionally, expanding Barrier-Free (BF) features and welfare services will better serve local resident needs. Third, resident surveys highlight the need to improve regional living conditions. Revitalizing declining rural towns requires tailored projects focused on local resources and strategies for job creation. Fourth, it is necessary to expand government budget support such as regional specialized public offering projects and establish clear standards for evaluating business proposals in order to secure the implementation of the surrounding regional maintenance plan (village plan). This study is expected to enhance the quality of public housing in village regeneration projects, improve livable residential environments, increase resident satisfaction, and boost the potential for future village development. Additionally, it aims to provide practical guidelines for policymakers and urban planners.
