Analyzing the regulatory and practical challenges of urban green spaces in arid cities: A Case study of Biskra, Algéria

Abstract

This article aims to shed light on urban green spaces, which are among the most critical elements in urban design due to their profound impact on society, the environment, climate, and psychological well-being, among other factors. Urban green spaces serve as key contributors to sustainable development, acting as renewable systems for air purification and temperature regulation. In this article, we examine the status of urban green spaces in the city of Biskra as a case study, with particular attention to their regulatory standing. The goal is to identify deficiencies associated with urban green spaces, both in the general legal framework and in terms of implementation practices. The findings reveal a substantial quantitative deficiency in urban green spaces in Biskra when measured against Algeria’s national standards. In addition, a qualitative deficit was observed, with many green spaces failing to meet the national requirements. Some green spaces lack a designated regulatory classification, and qualitative analyses demonstrate that these areas often do not align with users’ spatial needs in terms of purpose, functionality, or types of vegetation (decorative, functional, or complementary). Interviews with residents and urban planning authorities in Biskra indicate that these deficiencies stem largely from a lack of enforcement of urban planning regulations. Responsibility for these issues is shared among various stakeholders, compounded by shortcomings in the legal provisions for green spaces, leading to ineffective management and implementation. The primary challenges include inadequate oversight of green space development, a lack of regulatory detail specific to green spaces, and a notable absence of legal frameworks for their maintenance.
